Call for Research Proposal (Terms of Reference):
Background:
The global existence of technology has created the potential to transform public services delivery and digital governance and ultimately disrupt the status quo to increase democratic participation.
While Nigeria’s problems are enormous, civic tech has shown a giant stride in bridging the gap between citizens and the government, promoting participation in civic life and democratic processes, making governance work for the people, and the demand for open governance and accountability in Nigeria.
In the last decade, civic tech and innovation have become a stronger force, given the capability and resultant evidence to create solutions to many of the challenges we face in Nigeria. This is also due to the significant increase in internet and social media use in Nigeria over the past years, which has contributed to citizens’ and stakeholders’ engagement with civic tech platforms.
Across all spectrums of civic tech usage, The Nigerian Civic Tech Ecosystem Report aims to create an open, up-to-date research and knowledge repository and spotlight innovations and stakeholders in the civic tech space to improve advocacy and strengthen systems and decision-making. The report will highlight key challenges, gaps, and solutions for civic tech usage in Nigeria.
Scope of Work:
This report will adopt Civic Tech to mean “appropriate and effective use of digital innovation in connecting government and citizens, in public participation, transparency, and accountability and in delivering public services.”
The Nigerian Civic Tech Ecosystem Report will provide an assessment of the state of Nigeria’s civic tech economy, particularly but not limited to the themes and issues, players, stakeholders, impact, funding, trends, and development while offering recommendations to the government and stakeholders to improve civic participation, development, and governance.
Duration: Eight Weeks
Deliverables:
- Produce a deep dive research on civic technology’s use, adoption, and impact in Nigeria, showing a historical analysis, stakeholders engagement, enabling or destructive government policies, players, trends in key thematic areas, impact, and development, etc
- Define the current threats—especially digital threats and institutional challenges—to the expansion of civic tech in Nigeria, including specific case studies on potential opportunities
- Outline potential recommendations and action points for different stakeholders across the civic tech spectrum
Requirement for Consultants: Submissions are welcome from individuals, groups, and corporate entities. The applicant(s) should have the following;
- Tertiary education with at least a Bachelor’s Degree with experience in the civic space for at least five years
- Proven experience in undertaking public-interest research on governance, technology use, policy implementation, and stakeholders engagements on important national reforms
- Must have significant knowledge of Nigeria’s civic tech landscape
- Demonstrate ability to multi-task and meet client deadlines
